What Cebu actually is

Cebu is not one place, it is several. Cebu City is the country’s oldest city and the Visayas’ main hub, on the mainland. Mactan, just across two bridges, holds the international airport. South Cebu — Oslob, Kawasan Falls, Moalboal — is a coastal loop reached by road. Bantayan and Malapascua are separate islands off the north coast, each reached through its own port.
What sets Cebu apart from Palawan is how connected it now is. Mactan-Cebu International Airport is being actively positioned as the country’s secondary international gateway, with direct flights arriving from a growing list of overseas cities, not just Manila.
One expectation to reset early: South Cebu and North Cebu are two different trips. They use different ports, do not connect to each other by sea, and cannot realistically be combined in a short visit.
Getting to Cebu
Almost everyone arrives by air, into Mactan-Cebu International Airport (CEB) on Mactan Island. Manila to Cebu is one of the busiest domestic routes in the country, flown multiple times daily. A growing number of international routes now reach Cebu directly, without a Manila connection.
From the airport, a metered taxi, Grab or the MyBus shuttle gets you into Cebu City in 45 minutes to just over an hour, traffic dependent.

When to go
Cebu falls under PAGASA’s climate Type III: seasons that are not sharply defined, relatively dry from November to April. That is gentler than much of the rest of the country, but it is not a guarantee — central Visayas still sits inside the typhoon belt, and cyclones can pass through outside that window. Whale shark watching and canyoneering both close temporarily in genuinely rough weather.

South Cebu: whale sharks, waterfalls and reef
South Cebu is a loop, not three separate day trips. Oslob’s whale shark watching, Kawasan Falls canyoneering and Moalboal’s sardine run and reef sit along the same coastal road, usually done together in one very long day or split across an overnight in Moalboal.
Oslob is genuinely contested — the whale sharks are provisioned to stay near shore, and the research group that has studied the site directly describes the long-term impact as unclear rather than settled. We lay out the rules and the debate in full in the linked guide.
Booking the South Cebu day trips
Oslob and Kawasan are both long days from Cebu City, and both are usually sold as packaged day tours that fold in the transport, entry fees and guides. Doing it independently is cheaper but means a 3am start and your own transport.

North Cebu: Bantayan and Malapascua
Bantayan and Malapascua are reached through two different ports, and neither connects to Cebu City by sea. Trying to combine them with the south loop, or with each other, in one trip does not work.

Where you base yourself depends entirely on which Cebu you are visiting — the four areas below do not overlap, so pick based on your itinerary rather than reviews alone.
